There are a number of reasons why rich countries are

lagging behind in their climate change promises, despite having the resources to do so. 

Political will: There is a lack of political will to 

take action on climate change in many rich countries. 

Economic costs: The cost of taking action on climate change is a 

major concern for many rich countries. 

Technology: There are still some challenges in terms of developing and 

deploying the technologies needed to reduce greenhouse gas emissions.  

International cooperation: There is a need for international cooperation to address climate change.
